The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

The editors of the JRE solicited short essays on the COVID‐19 pandemic from a group of scholars of religious ethics that reflected on how the field might help them make sense of the complex religious, cultural, ethical, and political implications of the pandemic, and on how the pandemic might shape the future of religious ethics.

La théologie balthasarienne de l'auto-révélation divine se fonde sur le témoignage de Dieu dans l'histoire , sans se détacher d'une métaphysiquede l'être reçue sous l'aspect du transcendantal «Beau» que manifeste toute figure du monde. La métaphysique balthasarienne se déploie ainsi selon un axe original. Elle rompt d'une part, avec les formes de pensée dites «onto-théologiques», et d'autre part, avec une apologétique des signes. Plus qu'une métaphysique, nous sommes en présence d'une onto-phénoménologie dont les implications trinitaires et christologiques offrent des développements (...) à première vue inattendus, manifestant cependant la cohérence et la spécificité de la distribution trilogique de la grande oeuvre balthasarienne . Le centre que constitue la dramatique trinitaire est quant à lui tributaire d'une source philosophique qui n'est pas sans parenté avec la philosophie de la Révélation de F.W.J. Schelling, òu domine le thème de Dieu «Seigneur de l'Être» et de «mise en réserve» de la Gloire. Cette ultime prérogative de la liberté divine ne s'éclaire que dans le domaine de la christologie de l'obéissance et de la kénose. C'est précisément cette dimension qui fait l'objet de nos analyses. Proceedings of the II World Congress on Paraconsistency held in Juquey, SP, Brazil, from May 12-19, 2000.

This paper reviews the relationship between organisational leadership, corporate governance and business ethics, and considers the implications for management. Business ethics is defined, and the causes and consequences of unethical behavior are discussed. Issues pertaining to leadership, subordinate and organisation responsibility for business ethics are considered. The changing role of business leaders and the new concept of ''corporate governance'' are examined, with an increasing importance being placed on ethical and socially responsible attitudes towards business. Organisational effectiveness and organisational efficiency, formerly (...) central issues for practising managers, with directors thinking in terms of goal achievement for their respective organisations, have now been augmented by an awareness of issues in business ethics, and a requirement for members of the corporate governance to behave in more socially responsible ways. A secondary aim of the paper is to introduce an approach which illustrates how corporate governance and management could deal with some of the moral dilemmas that they may have to face. (shrink)

The principles of equality and equity, respectively in the Bill of Rights and the white paper on health, provide the moral and legal foundations for future health care for children in South Africa. However, given extreme health care need and scarce resources, the government faces formidable obstacles if it hopes to achieve a just allocation of public health care resources, especially among children in need of highly specialised health care. In this regard, there is a dearth of moral analysis which (...) is practically useful in the South African situation. We offer a set of moral considerations to guide the macro-allocation of highly specialised public health care services among South Africa's children. Recent preclinical studies have shown the feasibility of specific variants of nuclear transfer to prevent mitochondrial DNA disorders. Nuclear transfer could be a valuable reproductive option for carriers of mitochondrial mutations. A clinical application of nuclear transfer, however, would entail germ-line modification, more specifically a germ-line modification of the mitochondrial genome. One of the most prominent objections against germ-line modification is the fear that it would become possible to alter ‘essential characteristics’ of a future person, thereby possibly violating the child's (...) right to an open future. As only the nuclear DNA would contain the ingredients for individual characteristics, modification of the mtDNA is often considered less controversial than modification of the nuclear DNA. This paper discusses the tenability of this dichotomy. After having clarified the concept of germ-line modification, it argues that modification of the mtDNA is not substantively different from modification of the nuclear DNA in terms of its effects on the identity of the future person. Subsequently the paper assesses how this conclusion affects the moral evaluation of nuclear transfer to prevent mtDNA disorders. It concludes that the moral acceptability of germ-line modification does not depend on whether it alters the identity of the future child—all germ-line modifications do—but on whether it safeguards the child's right to an open future. If nuclear transfer to prevent mtDNA disorders becomes safe and effective, then dismissing it because it involves germ-line modification is unjustified. (shrink)

The new South African constitution commits the government to guarantee "basic health services" for every child under 18. Primary health care for pregnant women and children under six and elements of essential primary health care have received priority. At present, there is little analysis of the moral considerations involved in making choices about more advanced or costly health care which may, arguably, also be "basic". This paper illustrates some of the tensions in setting priorities for a just macro-allocation of children's (...) health care, given the realities of need and scarce resources, and the commitment to equality of basic opportunities. The complex mechanisms by which nonlinear classical conservative systems undergo a transition from quasiperiodic to chaotic behavior are now fairly well understood. This transition is associated with a breakdown of quasi-constants of motion (KAM surfaces). There is growing evidence that similar mechanisms may govern the behavior of quantum systems. While K-type mixing behavior has not yet been found, there does appear to be a transition associated with the destruction of a quantum quasi-constant of motion (quantum KAM states) which changes qualitatively (...) the spectrum of quantum systems. In the 21stcentury, there is a turn of thinking toward its reorientation first of all to the human as an author of thought and not to the nature, existing independently of us and of the process of scientific knowledge obtaining. It is possible to see the difference of these two types of thinking in the context of dialogue between W. Whewell’s philosophy and the scientific investigations after the scientific revolution in the beginning of the 20thcentury. In the philosophy of 21stcentury, (...) man is a social being and this is the basis of social philosophy. The artificial world around us is created by a human, it has its foundation in the laws of thinking but not the laws of nature. The foundations of both systems are quite different. In what way can we achieve mutual understanding between them? From both sides some aspects can be put forward, for instance, the concept of a mediator of a thought. This concept is studied actively by W. Whewell and by philosophers of our time, and this leads in both cases to some unexpected interpretation of the basic question of philosophy: the border between thing and thought is becoming less noticeable. We can come to the same result, going by different ways. Whewell finds common qualities for some group of things. Social philosophers are interested in what makes things different. Not one of these idealizations corresponds completely to the reality. Always something is not taken into consideration. A thinker chooses out of real world some of its characteristics that become a basis of a thought system, which explains everything but in its own way. The paper demonstrates the way of possible creation of a new type of thinking. (shrink)

Achieving space situational awareness requires, at a minimum, the identification, characterization, and tracking of space objects. Leveraging the resultant space object data for purposes such as hostile threat assessment, object identification, and conjunction assessment presents major challenges. This is in part because in characterizing space objects we reference a variety of identifiers, components, subsystems, capabilities, vulnerabilities, origins, missions, orbital elements, patterns of life, operational processes, operational statuses, and so forth, which tend to be defined in highly heterogeneous and sometimes inconsistent (...) ways. The Space Domain Ontologies are designed to provide a consensus-based realist framework for formulating such characterizations in a way that is both consistent and computable. Space object data are aligned with classes and relations in a suite of ontologies built around the existing Space Object Ontology. They are stored in a dynamically updated Resource Description Framework triple store, which can be queried to support space situational awareness and the needs of spacecraft operators and analysts. This paper provides an overview of the Space Domain Ontologies and their development and use. It presents the motivation for and advantages of the Space Domain Ontologies, including the benefits they provide for enhancing and maintaining long-term space situational awareness. (shrink)
